PE Civil WRE prep compared: the courses, the practice exams, and where CastorPrep fits

TL;DR.

• Buy the NCEES practice exam whatever else you do. It's $59.95 and it's the benchmark.
• Pick your main resource. That's a course (EET, School of PE, PPI, PEwise or Civil Engineering Academy) if you want to be taught, or books and practice exams (Petro, PPI) if you're self-studying.
• Add a practice bank for the reps that material runs out of. That's where CastorPrep fits: it works alongside any of them.
• Before you pay for anything, check which design-standards window it's built for. The list NCEES supplies with the exam changes with the April 2027 administration.

What to check before you buy

1. Which exam window it targets. The WRE specification (12 areas, 80 questions) is the one that took effect in April 2024, and it isn't changing. What changes in April 2027 is the design standards NCEES supplies. The list grows from two documents to seven, and Ten States Standards Water Works moves from the 2018 to the 2022 edition. Answers are scored against the listed editions. So material "updated for 2027" is right for an April 2027 or later appointment, and material on the current list is right for anything before then. 2. Whether it's still organized around breadth and depth. WRE has been a single 80-question exam since April 2024. Material split into "breadth" and "depth" sections was written for the old format: the problems can still be good, but the mix won't match what you'll sit.
3. How many problems you'll get before you've seen them all. The most common story from WRE candidates is running out: re-working the same quizzes until the scores measure memory rather than skill. See the familiarity trap.
4. What happens when you're stuck. A worked solution shows the right path. It doesn't show where yours went wrong. An instructor or a tutor does.
5. Whether it covers the quarter that isn't water. Project planning, soils, materials and sitework carry 20 to 31 of the 80 questions, and sitework is the largest single area. Why that quarter decides results.

The benchmark: NCEES

NCEES PE Civil WRE practice exam. 80 questions with solutions, $59.95, written by the organization that writes the real exam.

• It's on the April 2024 specification and includes 20 alternative-format questions (fill-in and drag-and-drop).
• It's a PDF, not an online simulator.
• Take it once, timed and cold, as a reading of where you are. WRE candidates consistently say the real exam felt harder, and each repeat of the same 80 measures memory more than readiness. More on using it well.

The courses, and how CastorPrep pairs with each

A course teaches the material. CastorPrep is where you practice it on fresh problems and get unstuck between classes. Pick the course that suits how you learn, and use CastorPrep alongside it.

EET (Engineering Education and Training). The course WRE passers name most often, taught by Dr. Nazrul Islam.

• If you don't pass: one free on-demand repeat.
• April 2027: the live course is built for the April 2027 window, with an updated binder shipping by October 1, 2026. Check which window the on-demand version you buy targets.
• With CastorPrep: candidates who've been through the binder more than once describe recognizing problems rather than solving them. That's the point to add fresh reps. The tutor also covers the evenings when you're stuck and class is days away.

School of PE. A lecture course with its own question bank (an exam simulator, a quiz generator and a diagnostic).

• Course price: OnDemand from $499/month or $1,599 for 4 months. Live + OnDemand is $1,699 with early registration.
• Question bank price: on its own, $139 for 1 month or $399 for 4 months.
• Pass guarantee: on courses of 4 months or longer.
• With CastorPrep: a second, different pool of problems means you're not re-working one set, and every problem comes with the tutor.

PPI (Kaplan). The longest-established name in PE prep.

• Courses: OnDemand from $545/month, live at $2,595.
• Learning Hub (question bank, review manual, two practice exams and diagnostics): $695 for 3 months or $895 for 6.
• Books: WRE Practice Exams ($150, two 80-question exams) and WRE Practice Problems ($150, updated for April 2027).
• With CastorPrep: PPI's manuals and exams are the reference shelf. CastorPrep is the daily practice, with help on every problem.

PEwise. A low-cost course: video lessons, 127 quiz questions, two 80-question practice exams, a CBT-style simulator and a weekly live Q&A.

• Price: $149 for 90 days, and the first two modules are free.
• If you don't pass: an extra three months of access.
• With CastorPrep: PEwise is teaching-first with a small problem set, so a practice bank fills the volume.

Civil Engineering Academy. A WRE review course, an 80-question WRE practice exam, and a CBT simulator that covers all the Civil exams.

• Price: the course is $1,397; the exam PDF is $49.95; the simulator is $99.96.

Books and practice exams for self-study

Petro Publications (Dr. Jacob Petro, PE). The self-studier's hard-practice source.

• The Essential Guide to Passing the WRE Civil PE Exam is $94.50 for 160 questions. Its split of 110 "depth" and 50 "breadth" questions reflects the pre-2024 format.
• Online practice exams are $69.60 each for a month's access.
• Candidates describe the problems as harder than the real exam: useful for stretching, less useful for judging your pace.
